Sec. 10. Department of the Interior study and report to strengthen oversight of the abandoned mine land reclamation program

Not later than 180 days after the date of enactment of this Act, the Secretary shall complete a study— to identify areas throughout the program in which costs could be reduced; and to determine the ratio of overhead spending in the administration of the program to spending on the clean up of abandoned mine land sites. As soon as practicable after completing the study under paragraph (1), the Secretary shall submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report describing the results of the study that includes recommendations for areas of improvement identified under the study.
The Secretary shall require the Director of the Office of Surface Mining Reclamation and Enforcement to publish annual reports on the efficacy of the Abandoned Mine Land Reclamation Economic Development Pilot Program (also known as the AML Pilot ), including a detailed accounting of all projects funded and completed using funding made available for that program under the heading under the heading abandoned mine reclamation fund under the heading Office of Surface Mining Reclamation and Enforcement in title I of the division relating to Department of the Interior, Environment, and related agencies appropriations in each of— Department of the Interior the Consolidated Appropriations Act, 2016 ( Public Law 114–113 ; 129 Stat. 2536); the Consolidated Appropriations Act, 2017 ( Public Law 115–31 ; 131 Stat. 446); the Consolidated Appropriations Act, 2018 ( Public Law 115–141 ; 132 Stat 646); the Consolidated Appropriations Act, 2019 ( Public Law 116–6 ; 133 Stat. 217); the Further Consolidated Appropriations Act, 2020 ( Public Law 116–94 ; 133 Stat. 2698); the Consolidated Appropriations Act, 2021 ( Public Law 116–260 ); and any future appropriations Act.
