The Secretary of Defense may not amend section 4 of enclosure 4 of Department of Defense Instruction
(DoDI)6495.02, relating to Sexual Assault Prevention and Response
(SAPR)Program Procedures, or otherwise prescribe any regulations or guidance relating to the treatment and handling of unrestricted and restricted reports of sexual assault, until 30 days after notifying the congressional defense committees of the proposed amendment or modification. In this section, the term congressional defense committees has the meaning given the term in section 101(a) of title 10, United States Code.
