The purposes of this Act are— to stimulate economic activity and development in Afghanistan and the border region of Pakistan, critical fronts in the struggle against violent extremism; to reflect the strong support that the United States has pledged to Pakistan and Afghanistan to build regional stability; and to offer a vital opportunity— to improve livelihoods of indigenous populations of Reconstruction Opportunity Zones; and to promote good governance in the region.
