The Administrator, pursuant to section 2304(c)(3)(B) of title 10, United States Code, may— establish one or more multi-institution consortia to facilitate access to essential engineering, research, and development capabilities in support of NASA missions; use such a consortium to fund technical analyses and other engineering support to address the acquisition, technical, and operational needs of NASA centers; and ensure such a consortium— is held accountable for the technical quality of the work product developed under this section; and convenes disparate groups to facilitate public-private partnerships.
The Administrator shall develop and implement policies and procedures to govern, with respect to the establishment of a consortium under subsection (a)— the selection of participants; the award of cooperative agreements or other contracts; the appropriate use of competitive awards and sole source awards; and technical capabilities required. The following entities shall be eligible to participate in a consortium established under subsection (a): An institution of higher education (as defined in section 102 of the Higher Education Act of 1965 ( 20 U.S.C. 1002 )).
An operator of a federally funded research and development center. A nonprofit or not-for-profit research institution. A consortium composed of— an entity described in paragraph (1), (2), or (3); and one or more for-profit entities.
