Section 773(b)(3) of the Tariff Act of 1930 ( 19 U.S.C. 1677b(b)(3) ) is amended— in subparagraph (A), by striking business and inserting trade ; and in the flush text after subparagraph (C), by inserting before For purposes the following: For purposes of subparagraph (A), if a particular market situation exists such that the cost of materials and fabrication or other processing of any kind does not accurately reflect the cost of production in the ordinary course of trade, the administering authority may use another calculation methodology under this subtitle or any other calculation methodology. .
Section 771(15)(C) of the Tariff Act of 1930 ( 19 U.S.C. 1677(15)(C) ) is amended— by striking that the particular market situation prevents and inserting “that a particular market situation exists that— prevents ; in clause (i), as designated by paragraph (1), by striking the period at the end and inserting , relating to normal value determined under subsection
(a)of section 773; or ; and by adding at the end the following: distorts certain costs of production, relating to normal value determined under subsections
