The Secretary of State shall include in the classified report required by section 8 a separate section on activities of the Government of the Russian Federation in Nicaragua, including— cooperation between Russian and Nicaraguan military personnel, intelligence services, security forces, and private Russian security contractors; cooperation related to telecommunications and satellite navigation; other political and economic cooperation; and the threats and risks that such activities pose to United States national interests and national security.
