Section 825(e) of title 10, United States Code (article 25(e) of the Uniform Code of Military Justice), is amended by adding at the end the following new paragraph: When convening a court-martial, the convening authority shall detail as members thereof members of the armed forces under such regulations as the President may prescribe for the randomized selection of qualified personnel, to the maximum extent practicable. . The amendment made by subsection
(a)shall take effect on the date that is two years after the date of the enactment of this Act and shall apply with respect to courts-martial convened on or after that effective date. Not later than the effective date specified in subsection (b), the President shall prescribe regulations implementing the requirement under paragraph
(4)of section 825(e) of title 10, United States Code (article 25(e) of the Uniform Code of Military Justice), as added by subsection
(a)of this section.
