It is the sense of Congress that the Under Secretary of Defense (Comptroller) should— take appropriate steps to improve the corrective action plans review process, including by linking notices of findings and recommendations with the corrective action plans to address such notices; and update Department of Defense guidance to instruct the Department and its components to document root cause analysis when needed to address deficiencies auditors have identified.
