The chair of the Committee on the Budget may make appropriate budgetary adjustments of new budget authority and the outlays flowing therefrom pursuant to the adjustment authorities provided by section 1. Any adjustments of allocations, aggregates, and other budgetary levels made pursuant to this resolution shall— apply while that measure is under consideration; take effect upon the enactment of that measure; and be published in the Congressional Record as soon as practicable.
Revised adjustments of allocations, aggregates, and other budgetary levels resulting from these adjustments shall be considered for the purposes of the Congressional Budget Act of 1974 ( 2 U.S.C. 621 et seq. ) as the adjustments of allocations, aggregates, and other budgetary levels contained in this resolution. For purposes of this resolution, adjustments of allocations, aggregates, and other budgetary levels shall be determined on the basis of estimates made by the chair of the Committee on the Budget.
