Subsection 208(a)(2) of the Immigration and Nationality Act ( 8 U.S.C. 1158(a)(2)(A) ), as amended by section 1103, is further amended— in subparagraph (A), by striking or equivalent and all that follows through the period at the end and inserting with effective protection, including access to a durable solution, for individuals who are refugees, or equivalent temporary protection. ; and by adding at the end the following: No bilateral or multilateral agreement proposed under this section shall take effect until the agreement is approved as a treaty by the Senate or approved as an executive agreement by the Senate, the House of Representatives, and the President of the United States. .
