Sec. 8. Responsibilities of the Secretary

The Secretary, when approving a Lease or Exchange Agreement or a Storage Agreement under this Act, shall ensure such agreement complies with— the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq. ); the Endangered Species Act of 1973 ( 16 U.S.C. 1531 et seq. ); and all other applicable Federal environmental laws. The Secretary shall document any Lease or Exchange Agreement or Storage Agreement in the Water Accounting Report.
