Sec. 711. Deadline for issuance of final regulations

Not later than 1 year after the date of enactment of this Act, the Attorney General shall prescribe, in final form, all regulations required to carry out this title and the amendments made by this title. The matter following paragraph
(3)of section 926(a) of title 18, United States Code, shall not apply to any regulations prescribed under subsection
(a)of this section.
