This Act, and the amendments made by this Act, take effect on the date of enactment of this Act. This Act, and the amendments made by this Act, apply to all actions or proceedings pending on or after the date of enactment of this Act, and, in the case of section 8 and the amendments made thereby, shall apply with respect to any dispute or claim that arises or accrues on or after such date.
