Sec. 401. Technical assistance grant program

The Secretary shall establish a program to provide grants to eligible entities to provide technical assistance to States applying for grants under title I, II, or III of this Act. In this title, the term eligible entity means an entity— that is— a nonprofit organization; a think tank; a State board of education; a research center at an institution of higher education; or an other entity as determined by the Secretary; that has expertise with respect to— developing, designing, researching, or evaluating— tuition-free community college programs; emergency aid programs; or initiatives addressing the basic needs of students; or implementing supportive services programs for students; and that has a demonstrated record of supporting institutions of higher education or States with respect to— the activities described in paragraph (2); and connecting students to public benefits.
