The Secretary shall establish a selection committee to review each application and award grants under this title. The Secretary shall determine the number of members, of whom not less than 50 percent— may not be employed by the Federal Government; shall have relevant research or practical experience with respect to student support programs; shall have relevant research or practical experience with respect to designing and implementing tuition-free community college programs; and shall identify as belonging to an underrepresented group in higher education, including— African Americans;
Hispanics; Native Americans; Alaska Natives; Asian Americans; and Native American Pacific Islanders, including Native Hawaiians. With respect to each application, a member having a conflict of interest may not review such application.
