Not later than 180 days after the date of enactment of this Act, the Secretary of Homeland Security shall develop and implement a Department of Homeland Security plan— to ensure that components of the Department develop and maintain outcome-based performance measures that adequately assess the success of drug interdiction; and for how to utilize the existing drug-related metrics and performance measures to achieve the missions, goals, and targets of the Department, and if additional metrics and measures are needed.
