In this Act: Except as otherwise provided, the term Secretary means the Secretary of the Interior. The term State means— a State; the District of Columbia; the Commonwealth of Puerto Rico; Guam; American Samoa; the Commonwealth of the Northern Mariana Islands; and the United States Virgin Islands. The term lead agency means the agency with primary responsibility for issuing a mineral exploration or mine permit for a project.
