Section 7 of title 3, United States Code, is amended— by striking the first Monday after the second Wednesday in December and inserting the twenty third of December ; and by inserting , except that if the twenty third of December falls on a Saturday or Sunday, the electors shall meet and give their votes, in the case of a Saturday, on the preceding day, and, in the case of a Sunday, on the following day after State shall direct .
