Sec. 702. Congressional oversight, quarterly review, and authority relating to concurrence provided by chiefs of mission for the provision of support relating to certain United States Government operations

Not later than 30 days after the date on which a chief of mission provides concurrence for the provision of United States Government support to entities or individuals engaged in facilitating or supporting United States Government operations within the area of responsibility of the chief of mission, the Secretary shall notify the appropriate congressional committees of the provision of such concurrence. Not less frequently than every 180 days, the Secretary shall, in order to ensure support described in subsection
(a)continues to align with United States foreign policy objectives and the objectives of the Department— conduct a review of any concurrence described in subsection
(a)in effect as of the date of the review; based on the review, determine whether to revoke any such concurrence pending further study and review; and brief the appropriate congressional committees on the results of the review and any determinations to revoke concurrence pursuant to such review. If the Secretary determines to revoke any concurrence described in subsection
(a)pursuant to a review conducted under subsection (b), the Secretary may revoke such concurrence. Not later than January 31 of each year, the Secretary shall submit to the appropriate congressional committees a report that includes the following: A description of any support described in subsection
(a)that was provided with the concurrence of a chief of mission during the calendar year preceding the calendar year in which the report is submitted. An analysis of the effects of the support described in paragraph
(1)on diplomatic lines of effort, including with respect to the following: Nonproliferation, Anti-terrorism, Demining, and Related Programs and associated Anti-Terrorism Assistance programs. International Narcotics Control and Law Enforcement programs. Foreign Military Sales, Foreign Military Financing, and associated training programs.
