Not later than 180 days after the date of the enactment of this Act, the Secretary and the Director of the Cybersecurity and Infrastructure Security Agency, in coordination with the Secretary of Defense and other relevant Federal agencies, shall submit a report to the appropriate congressional committees that assess the Department and the Cybersecurity and Infrastructure Security Agency’s capabilities to provide civilian-led support for acute cyber incident response in ally and partner countries that includes— an assessment of the Department and the Cyber and Infrastructure Security Agency’s current and previous efforts to support the Department of Defense Hunt Forward missions; recommendations for creating a civilian-led program to support allies and partners in responding to acute cyber incidents; and the budgetary resources, technical expertise, legal authorities, and personnel needed for the Department and the Cybersecurity and Infrastructure Security Agency to formulate and implement such a program outlined in this section.
