The Secretary shall strongly encourage Foreign Service officers seeking entry into the Senior Foreign Service to participate in professional development described in subsection (c). Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit recommendations for ensuring that Foreign Service officers complete professional development described in subsection
(c)in order to be eligible for entry into the Senior Foreign Service. Professional development described in this subsection is a period of not fewer than 6 months of training or experience acquired outside of the Department, such as time spent— as a detailee to another government agency, Congress, or a State, Tribal, or local government; or in Department-sponsored and -funded course of higher education that results in an advanced degree, excluding time spent at a university that is fully funded or operated by the Federal Government.
