Not later than 180 days after the date of the enactment of this Act, the Under Secretary of Management, in consultation with the Director of the Foreign Service Institute, shall submit to the appropriate congressional committees a report evaluating— the impact of its training efforts at the Foreign Service Institute; whether the current system of course performance evaluation should be revised to more accurately determine impacts on student learning and incorporating of training material; the criteria, including a detailed enumeration, used to evaluate student performance in Foreign Service Institute courses; and efforts to establish minimum coursework standards for completion, whether through letter grading, a pass/fail system, or other metrics.
