The Secretary shall, with the assistance of other relevant officials and in consultation with outside experts, scholars, and others as appropriate, include as part of the standard training provided to all personnel of the Department prior to departure for posting in an overseas mission instruction on conflict prevention and crisis response coordination across the interagency. Such training may— include scenario-based instruction on the management of crises and responses to early warning signs of conflict; incorporate practical exercises to identify gaps in emerging crisis response strategies that prepare Department personnel to implement a coordinated and comprehensive approach to conflict prevention; and be developed in consultation with and the active participation of representatives of the Department of Defense, the United States Agency for International Development, and applicable elements of the intelligence community (as defined in section 3(4) of the National Security Act of 1947 ( 50 U.S.C. 3003(4) )), as well as nongovernmental organizations and other humanitarian actors.
