Chapter 35 of title 44, United States Code (commonly referred to as the Paperwork Reduction Act of 1995 ), shall not apply to the provisions of, and the amendments made by, this Act. Notwithstanding any other provision of law, the Secretary of Labor may issue any regulations, operating instructions, or other guidance necessary to carry out the provisions of, or the amendments made by, this Act.
