Not later than 1 year after the date on which Department of Homeland Security leads the national exercise under section 8, the President shall submit to Congress a report that includes— a description of the efforts of the President to develop and update the strategy required under section 6; a description of the efforts of the President to develop and update the implementation plan required under section 7; and an analysis of the effectiveness and benefit of the national exercise conducted under section 8.
