Not later than 180 days after the date of the enactment of this Act, the Secretary shall issue a request for information and data collection from State agencies and school food authorities regarding the role of food service management companies in carrying out the programs under the Richard B. National School Lunch Act ( 42 U.S.C. 1751 et seq. ) and the Child Nutrition Act of 1966 ( 42 U.S.C. 1771 et seq. ), including information on— participation of small, women- and minority-owned businesses as food service management companies; food service management contract practices; and use of funds by food service management companies to assist, promote, or deter organizing by a labor organization, including any action to enter into contracts in order to avoid, undermine, or violate any collective bargaining or a requirement to meet and confer.
