There is authorized to be appropriated such sums as are necessary for the Elections Commission to carry out a nonpartisan voter education campaign and an initial plebiscite and, if necessary, a runoff plebiscite under this Act. Notwithstanding any provision of Public Law 113–76 , funds made available under such Act to carry out a plebiscite on Puerto Rico’s status shall be made available to carry out this Act.
