Sec. 612. Report on impact of Russia invasion of Ukraine on global food security

Not later than 180 days after the date of enactment of this Act, the Director of National Intelligence, in coordination with the Assistant Secretary of State for Intelligence and Research and other heads of elements of the intelligence community as the Director determines appropriate, shall submit to the congressional intelligence committees a report on the implications of Russia’s invasion of Ukraine on global food insecurity and the impact on national security. The report under subsection
(a)shall include the following: An assessment of global food insecurity resulting from Russia’s invasion of Ukraine, including— the potential for political instability as a result of such food insecurity; the implications for national security; and a description of which regions are at greatest risk of such food insecurity. An assessment of whether Russia has taken intentional steps to cause a global food shortage. An assessment of whether Russia, China, or any other foreign actor has the capability to weaponize food supply or cause disruptions in global food supply to serve geopolitical purposes. The report under subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
