In addition to amounts otherwise appropriated by this Act under the heading Innovation and Improvement for purposes authorized by the Elementary and Secondary Education Act of 1965, there are hereby appropriated an additional $154,108,000 which shall be used for the projects, and in the amounts, specified in the table titled Labor, HHS, Education Incorporation of Community Project Funding Items in the report accompanying this Act: , That none of the funds made available for such projects shall be subject to section 302 of this Act.
