None of the funds made available by this Act may be used to review or approve an application under section 505(i) of the Federal Food, Drug, and Cosmetic Act ( 21 U.S.C. 355(i) ) or section 351(a)(3) of the Public Health Service Act ( 42 U.S.C. 262(a)(3) ) that is submitted by a sponsor located in Russia, unless such application is for a drug that is intended to treat a serious or life-threatening condition and for which there is an unmet medical treatment need.
