For an additional amount for border management requirements of the U.S. Border Patrol, non-detention border management requirements of U.S. Customs and Immigration Enforcement, and the emergency food and shelter program for the purposes of providing shelter and other services to families and individuals encountered by the Department of Homeland Security, in addition to amounts otherwise made available for such purposes, $200,000,000. The amount made available by subsection
(a)may be transferred by the Secretary of Homeland Security between appropriations for the same purposes, notwithstanding section 503(c) of this Act. Not later than 90 days after the date of enactment of this Act, the Under Secretary for Management shall provide an expenditure plan for the use of the funds made available in subsection (a).
