No Federal funds may be used for the purposes of section 6(d) of Public Law 81–626 ( 8 U.S.C. 1555(d) ). Subsection

(a)shall not apply if the rate described such section for work performed is not less than the rates established under paragraph

(1)of section 6703 of title 41, United States Code.
