The Secretary of Homeland Security may transfer up to $100,000,000 in unobligated balances available from prior appropriations Acts under the heading U.S. Customs and Border Protection—Procurement, Construction, and Improvements to the Department of the Interior (including any agency or bureau within the Department of the Interior) or the Forest Service within the Department of Agriculture for the execution of environmental and other mitigation projects or activities, including the acquisition of land and scientific studies, related to the construction of border barriers on the southwest border during fiscal years 2017 through 2021 by U.S.
Customs and Border Protection and the Department of Defense.
