Section 147(d) of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3197(d) ) is amended by adding at the end the following: The Secretary of Labor or the Secretary of Agriculture may appoint, without regard to the provisions of subchapter I of chapter 33 of title 5, United States Code (other than sections 3303 and 3328 of such title), a covered graduate directly to any position with the Department of Labor or the Forest Service, as the case may be, for which the candidate meets Office of Personnel Management qualification standards.
In this paragraph, the term covered graduate means a graduate of a Job Corps Campus or a Civilian Conservation Center who successfully completed a training program, including in administration, human resources, business, or quality assurance, that was focused on forestry, wildland firefighting, or another topic relating to the mission of the Department of Labor or the Forest Service. .
