Sec. 3521. Waiver of navigation and vessel-inspection laws

Section 501 of title 46, United States Code, is amended— in subsection (b)(1) by inserting on a vessel specific basis after those laws ; and in subsection (c)(1)— by inserting and the individual requesting such waiver (if not the owner or operator of the vessel) before shall submit ; in subparagraph
(C)by striking and ; by redesignating subparagraphs (B), (C), and (D), as subparagraphs (C), (D), and (G), respectively; by inserting after subparagraph
(A)the following: the name of the owner and operator of the vessel; ; and by inserting after subparagraph (D), as so redesignated, the following: a description of the cargo carried; an explanation as to why the waiver is necessary in the interest of national defense; and .
