Subsection
(a)of section 3241A of the National Nuclear Security Administration Act ( 50 U.S.C. 2441a ) is amended to read as follows: For fiscal year 2023 and each fiscal year thereafter, the total number of employees of the Office of the Administrator may not exceed 110 percent of the total number of employees of the Office during the previous fiscal year unless, during each fiscal year in which such number is exceeded, the Administrator submits to the congressional defense committees a report justifying such excess. Not later than December 31, 2022, and each year thereafter, the Administrator shall notify the congressional defense committees, the Committee on Energy and Commerce of the House of Representatives, and the Committee on Energy and Natural Resources of the Senate of the total number of employees of the Office of the Administrator during the previous fiscal year, broken down by the office in which the employees are assigned. . Subsection
(f)of such section is amended to read as follows: The Administrator shall include in the budget justification materials submitted to Congress in support of the budget of the Administration for each fiscal year (as submitted with the budget of the President under section 1105(a) of title 31, United States Code) a report containing the following information: A projection of the expected number of employees of the Office of the Administrator, as counted under subsection (a), for the fiscal year covered by the budget justification materials and the four subsequent fiscal years, broken down by the office in which the employees are projected to be assigned. With respect to the most recent fiscal year for which data is available— the number of service support contracts of the Administration and whether such contracts are funded using program or program direction funds; the number of full-time equivalent contractor employees working under each contract identified under subparagraph (A); the number of full-time equivalent contractor employees described in subparagraph
(B)that have been employed under such a contract for a period greater than two years; with respect to each contract identified under subparagraph (A)— identification of each appropriations account that supports the contract; and the amount obligated under the contract during the fiscal year, listed by each such account; and with respect to each appropriations account identified under subparagraph (D)(i), the total amount obligated for contracts identified under subparagraph (A). .
