The Secretary of Defense shall ensure that any sectional barge used by the Department of Defense— is built to a design that has been reviewed and approved, to the extent possible, by the American Bureau of Shipping, for the intended barge service, and using the rule set of the American Bureau of Shipping for building and classing steel vessels for service on rivers and intercoastal waterways; and has a deck design that provides for a minimum concentrated load capacity of 10,000 pounds per square foot.
