(k)of section 4864 of title 10, United States Code, as redesignated by paragraph (1), is amended to read as follows: Subsection (a)(3) shall apply only with respect to contracts awarded by a Secretary of a military department for construction of a new class of auxiliary ship after the date of the enactment of this Act using funds available for National Defense Sealift Fund programs or Shipbuilding and Conversion, Navy. .
