The Secretary of State may waive, for one or more periods not to exceed 90 days, the application of sanctions imposed on a foreign person under this subtitle if the President— determines and reports to Congress that such a waiver is in the national security interest of the United States; and thereafter submits to the appropriate congressional committees a justification for such waiver. In this section, the term appropriate congressional committees means— the Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives; and the Committee on Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of the Senate.
