Sec. 5818. Report on human rights in the Philippines

Not later than 180 days after the date of the enactment of this Act, the Secretary of State, shall submit to the congressional defense committees a report that includes the following: An assessment of extrajudicial killings and other human rights violations committed by the Philippines military, police, and paramilitary forces, specifically violations against trade unionists, journalists, human rights defenders, critics of the government, faith and religious leaders, and other civil society activists.
A description of the human rights climate in the Philippines; an assessment of the Philippines military, police, and paramilitary forces’ adherence to human rights; and an analysis of such forces’ role in the practice of “red-tagging”, including against United States citizens.
