Not later than 60 days after the date of the enactment of this Act, the Director of the Federal Bureau of Investigation and the Secretary of Homeland Security, in consultation with the Office of the Director of National Intelligence, shall submit to the appropriate congressional committees a report on the processes needed to regularly report to Congress on domestic terrorism threats pursuant to Section 5602 of the National Defense Authorization Act for Fiscal Year 2020 ( Public Law 116–92 ).
In the event that data internal to the Federal Bureau of Investigation and Department of Homeland Security on completed or attempted acts of domestic terrorism from January 1, 2009, to December 31, 2014 is incomplete or inconsistent, the Director of the Federal Bureau of Investigation and the Secretary of Homeland Security shall engage with State, local, Tribal, and territorial partners, academic institutions, non-profit organizations, and the private sector with expertise in domestic terrorism threats and acts to provide the most accurate and consistent information for the report required under subsection (a).
Not later than 180 days after the date of the enactment of this Act, the Government Accountability Office shall produce a report providing a full review of the Federal Bureau of Investigation’s, the Secretary of Homeland Security’s, and the Office of the Director of National Intelligence’s compliance with domestic terrorism transparency mechanisms required by Federal law, including the National Defense Authorization Act for Fiscal Year 2020. In this section, the ter appropriate congressional committees means— the Committee on Homeland Security and Governmental Affairs of the Senate; the Committee on the Judiciary of the Senate; the Select Committee on Intelligence of the Senate; the Committee on Homeland Security of the House of Representatives; the Committee on the Judiciary of the House of Representatives; and the Permanent Select Committee on Intelligence of the House of Representatives.
