Subject to the availability of appropriations for such purpose, the Secretary of the Navy shall pay the reasonable costs to transfer all customers off of the electrical utility system of the Navy located at former Naval Air Station Barber’s Point, Hawaii, to the new electrical system in Kalaeloa, Hawaii, operated by Hawaii Electric. To facilitate the transfer of customers described in subsection (a), the Secretary of the Navy shall provide the following to the State of Hawaii:
A load analysis and design necessary to complete such transfer. Such rights of way and easements as may be necessary to support the construction of replacement electrical infrastructure. After all customers have been transferred as required under subsection (a), the Secretary of the Navy may dispose of the electrical system of the Navy located at former Naval Air Station Barber’s Point, Hawaii. The Secretary of the Navy may enter into a cooperative agreement or other appropriate instrument with a non-Department of Defense entity under which— such entity shall agree to facilitate the transfer of customers under subsection (a); and subject to the availability of appropriations for such purpose, the Secretary of the Navy shall agree to reimburse such entity for the reasonable costs of such transfer.
