The Secretary of State, in consultation with the Secretary of Defense, shall develop specific guidance for investigating any indications that United States-origin defense articles have been used in Yemen by the Saudi-led coalition in substantial violation of relevant agreements with countries participating in the coalition, including for unauthorized purposes. Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report on— the guidance developed pursuant to subsection (a); and all current information on each of the certification elements required by section 1290 of the John S.
McCain National Defense Authorization Act for Fiscal Year 2019 ( Public Law 115–232 ). The report required by this subsection shall be submitted in unclassified form, but may include a classified annex if necessary. In this subsection, the term appropriate congressional committees means— the Committee on Foreign Affairs and the Committee on Armed Services of the House of Representatives; and the Committee on Foreign Relations and the Committee on Armed Services of the Senate.
