Section 745 of the William M.
(Mac)Thornberry National Defense Authorization Act for Fiscal Year 2021 (134 Stat. 3710; Public Law 10 U.S.C. 1071 note) is amended— by redesignating subsection
(b)as subsection (c); and by inserting after subsection
(a)the following new subsection: In carrying out the Wounded Warrior Service Dog Program, the Secretary of Defense may award grants to nonprofit organizations to provide assistance dogs under such program. An applicant for a grant under paragraph
(1)shall submit an application at such time, in such manner, and containing such information as the Secretary determines. The Secretary shall select nonprofit organizations that submit applications for the award of grants under the Wounded Warrior Service Dog Program using a competitive process. In determining the amount of a grant to award to a nonprofit organization selected under paragraph (3), the Secretary shall consider the following: The merits of the application submitted by the nonprofit organization. Whether, and to what extent, there is demand by covered members or covered veterans for assistance dogs provided by the nonprofit organization. The capacity and capability of the nonprofit organization to raise and train assistance dogs to meet such demand. Such other factors as the Secretary may determine appropriate. The amount of a grant awarded to a nonprofit organization selected under paragraph
(3)may not exceed $2,000,000. .
