Section 112(h)(2) of such title is amended by striking the Commanding General of the National Guard of the District of Columbia and inserting the Mayor of the District of Columbia . Section 113 of such title is amended by adding at the end the following new subsection: In this section, the term State includes the District of Columbia. .
