It is the sense of Congress that the United States should expand educational and cultural exchange programs with Libya to promote mutual understanding and people-to-people linkages between the United States and Libya. The President is authorized to expand educational and cultural exchange programs with Libya, including programs carried out under the following: The J. William Fulbright Educational Exchange Program referred to in paragraph
(1)of section 112(a) of the Mutual Educational and Cultural Exchange Act of 1961 ( 22 U.S.C. 2460(a) ). The International Visitors Program referred to in paragraph
(3)of such section. The U.S.–Middle East Partnership Initiative
(MEPI)Student Leaders Program. The Youth Exchange and Study Program. Other related programs administered by the Department of State.
