Sec. 5921. Report to Congress by Secretary of State on government-ordered internet or telecommunications shutdowns

Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to the Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives and the Committee on Armed Services and the Committee on Foreign Relations of the Senate a report that— describes incidents, occurring during the 5-year period preceding the date of the submission of the report, of government-ordered internet or telecommunications shutdowns in foreign countries; analyzes the impact of such shutdowns on global security and the human rights of those affected; and contains a strategy for engaging with the international community to respond to such shutdowns.
