Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall submit the congressional defense committees, the Committee on Foreign Affairs of the House of Representatives, and the Committee on Foreign Relations of the Senate a review of the implementation by the Department of Defense and the Department of State of end-use monitoring, including— how well end-use monitoring deters misuse or unauthorized use of equipment; how the Departments identify persistent geographic areas of concern for closer monitoring; and how the Departments identify trends, learn from those trends, and implement best practices.
