Sec. 1266. Improvements to the NATO Strategic Communications Center of Excellence

The Secretary of Defense shall seek to prioritize funding through NATO’s common budget to— enhance the capability, cooperation, and information sharing among NATO, NATO member countries, and partners, with respect to strategic communications and information operations; and facilitate education, research and development, lessons learned, and consultation in strategic communications and information operations. Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall certify to the appropriate congressional committees that the Secretary has assigned executive agent responsibility for the Center to an appropriate organization within the Department of Defense, and detail the steps being under taken to strengthen the role of Center in fostering strategic communications and information operations within NATO.
Not later than 1 year after the date of the enactment of this Act, the Secretary of Defense, in coordination with the Secretary of State, shall submit to the appropriate congressional committees a report outlining— the recommendations of the Secretary with respect to improving strategic communications within NATO; and the recommendations of the Secretary with respect to strengthening the role of the Center in fostering strategic communications and information operations within NATO.
The Secretary of Defense shall brief the appropriate congressional committees on a biannual basis on— the efforts of the Department of Defense to strengthen the role of the Center in fostering strategic communications and information operations within NATO; how the Department of Defense is working with the NATO Strategic Communications Center of Excellence and the interagency to improve NATO’s ability to counter and mitigate disinformation, active measures, propaganda, and denial and deception activities of Russia and China; and how the Department of Defense is developing ways to improve strategic communications within NATO, including by enhancing the capacity of and coordination with the NATO Strategic Communications Center of Excellence.
In this section, the term appropriate congressional committees means the following: The Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives. The Committee on Armed Services and the Committee on Foreign Relations of the Senate.
