The Secretary of Defense Department shall provide Congress with a risk assessment on the likelihood of the use of a nuclear weapon as a result of the Russian invasion of Ukraine and whether and by how much this risk increases the longer that the war continues. The report required by subsection
(a)shall be submitted in unclassified form but may include a classified annex.
